Is there a way to at least make this small group visible or set it to a minimum height by default? Thanks.

You can try changing the Min, Max and Step attributes of <RadzenValueAxis>. Min is the thing which will have effect on the height of the first item (usually you can set it to 0). The other two (Max and Step) are needed to property set the step otherwise the automatic won't be a whole nice number.
