Is there a way to set the font size throughout the entire app by percentage?
For Example, say I want them 10% smaller everywhere.

You can set the root (entire app) font size from Appearance -> Customize -> Typography -> Root font size. You need to have a page opened in Radzen Blazor Studio in order to see and modify the Appearance settings.
You can also set the size in %:
